PCM can carry surround sound, but it cannot do so over an optical cable—the optical cable can only carry stereo PCM (using TOSLINK, the home stereo standard). To send surround PCM, you’d need to use an HDMI cable (or alternatively displayport on a PC), which carries both the video and audio signal.

All things being equal there ought to be no difference in sound quality between HD audio as PCM or Bitstream to your AVR. Why is my Onkyo receiver playing sound as PCM and not?

As above the Player (your PC) will be capable of decoding the HD audio ‘on-board’ so sends LPCM to the AVR! If you reset the PC to Bistream the wee HD audio logo will light up on the AVR – the sound will stay the same though and potentially you lose any ‘secondary’ audio you are trying to access on the BD disc.
