AV Receivers do effect video quality. They can improve lower quality signals through video processing like up-scaling. But, they can also degrade quality by adding unnecessary video processing to signals that don’t need it.

Can a Denon AVR x2400h connect to a TV?

Why does my Denon AVR not work on my TV?

If you have Dolby Digital set to ON on the cable box, but your TV cannot accept Dolby Digital audio (many cannot), there will be no audio passed to the TV, rather you would have to set Dolby Digital to OFF on the cable box.
