Why does my arc receiver not work on my TV?

Here’s the details: TV speakers automatically turn off (if receiver is turned on). TV remote will then control volume on receiver. But still no sound. Here are the things I’ve tried in order to fix it: Tried 3 different HDMI cables (all rated for ARC).
