Why is my Sony subwoofer not turning on?
If the active subwoofer will not turn on, there may be a problem with the power source. Verify the AC power cord for the active subwoofer is connected to a working AC outlet. Try plugging the AC power cord into a different AC outlet to make sure there is not a problem with the current outlet.
Why is my Sony soundbar subwoofer not working?
Unplug the AC power cord of the subwoofer, and then plug it in again after one minute. Right after turning on the subwoofer, set the link settings between the Soundbar speaker and the subwoofer again. If the issue still occurs reset or reinitialize the Soundbar.

This part can be ordered from Digikey.com, their part# is 296-47882-1-ND. The cost for a single piece is $2.27, not bad. If you want to order it from the manufacturer (TI) it is part# TPS54334DDA which is the 8pin version. This part is IC8000 (8pin) on the board as shown on the attached picture.
What to do if your subwoofer is not working?
It is not worth it. (click on image to enlarge for better viewing). I’ve highlighted some points of interest in the image above where you may wish to check first. With the power disconnected ( green arrows) use an Ohmmeter: check that the fuse on the ‘power’ board is OK i.e. short circuit measurement shown on Ohmmeter.
Why is my Sony ht-ct290 sound bar not working?
The regulators are shown on p.15. It seems as though the 18V output from the power board supplies power to the regulator to produce STB_ 5V and presumably when the unit is turned on it becomes SYS_5V and the STB_5V also feeds to the regulator for the STB 3.3V Check the outputs of the two regulators.
